Charlie departed CBP in 2016 after 8 years as their Assistant Commissioner (AC) and CIO of the Office of Information and Technology (OIT). Charlie’s 32 years of leadership and technology experience began in IT operations and management with the Department of Navy, followed by a career with the U.S. Customs Service and Customs and Border Protection (CBP). He has a reputation for delivery and reducing spending with an extensive technology portfolio.

Dr. West is one of the most recognized names in American government technology and management. His career includes service as CIO of the National Weather Service, Department of Commerce, FEMA, the FDIC and the Pension Benefit Guaranty Corporation. He is a former President of the American Council on Technology, AFFIRM and an adjunct professor at Georgia State University. While at Microtech, Dr. West supported Microtech CEO Tony Jimenez in execution of his vision to build a customer-centric innovative business providing the most advanced solutions to complex government mission requirements.

Michael McCalip is the Vice President at Carahsoft responsible for strategic growth. He is an award-winning business executive with experience across technology and management consulting. Michael is a self-driven respected professional known for taking on the most difficult challenges with a history of leading and influencing large workforces, complex operations and budgets that accelerate performance and improve affordability.

Carolyn Hyde leads Veritas Technologies’ business in the Federal Healthcare, Federal Financials and Civilian Agencies space. She brings over 25 years of sales, technology and marketing leadership experience to the Veritas team. Ms. Hyde has been passionate throughout her career about helping her government customers drive efficiencies and improved outcomes. Using the Veritas platform, customers can accelerate their digital transformation and solve pressing IT and business challenges including multi-cloud data management, data protection, storage optimization, compliance readiness and workload portability—with no cloud vendor lock-in.
Prior to Veritas, Ms. Hyde has held Public Sector and Federal leadership roles at StorageTek, EMC and Oracle, among others. She is a lifelong Maryland resident and a proud graduate of the University of Maryland at College Park.

Sean DuGuay is VariQ’s Senior Vice President of Business Development & Strategic Capture. DuGuay joined VariQ in 2020 and provides oversight to VariQ’s BD and Capture team as well as managing some of VariQ’s more strategic accounts. DuGuay’s expertise resides with National Security programs such as DHS, DOJ, DOD, DOS, and the Intelligence Community.
Mary Shae Sutherland
Director Of Events
Mary-Shea Sutherland serves as the Director of Events for the Upson Technology Group. She brings more than 30 years of successful management, meeting, event planning and design experience. Her focus with UTG is on the Government Business Executive Forum and CES Government.
Her career has included work in both Federal and State government, including serving on the personal staff of Chairman Tom Bliley, and Governors Jim Gilmore, George Allen, and Bob McDonnell. She has managed events for the White House, the National Governors Association and served as Director of Member Relations for the Republican National Committee where she was responsible for the annual Summer and Winter meetings.
Most recently she was Director of Events for Benedetti and Farris, LLC where she developed and managed events for a variety of clients. Highlights include the Richmond premiere of Warner Bros. Gods and Generals, the annual Leaders in Technology Dinner (2005 – 2018) for the Consumer Technology Association, the Federal E-Commerce Commission events across the country, several Virginia Inaugural Balls and a multitude of events for political organizations, corporations and charitable organizations.
Ms. Sutherland is a graduate of the University of Richmond. She is married to Steven Boyd who serves as the Promotions Manager for the Department of Conservation and Recreation for the Commonwealth of Virginia.
