Donald W Upson is managing partner of Upson Technology Group, a marketing and business consulting company specializing in the improvement of government operations through best practice applications of information and communications technologies, and management processes.
He brings more than three decades of senior executive experience to his position in both public and private sectors. Career highlights include:
Government: Upson is recognized for his record as the first Secretary of Technology (1998-2002) for any government jurisdiction (Virginia). In this role, he led a high-powered commission that produced the first comprehensive Internet governance, which was enacted into law in Virginia, and which served as a model for the US Federal government and governments around the world. He oversaw creation and implementation of the most comprehensive electronic government program of any state, the results of which included many “firsts:” legal recognition of electronic signatures, myriad citizen online transactions for motor vehicles, social services and taxes. He worked with local Virginia jurisdictions to integrate the Internet across local, state and Federal governments, and created statutory mechanisms to coordinate R&D management for Virginia’s universities and higher education system.
Upson also is the former US House of Representatives staff director (minority) of what now is the Oversight and Government Reform Committee (1986 – 1993). He was instrumental in a number of major IT and management initiatives that created chief information officers and chief financial officers across major Federal departments Chief Financial Officers Act), the original Offices of Inspector General (Inspector General Act), a comprehensive information technology procurement framework (Office of Federal Procurement Policy Act), and today’s Federal regulatory review process (Paperwork Reduction Act).
For his government service, Upson has been recognized globally, and has received numerous awards. He is a six-time recipient of the prestigious Fed 100, honoring the 100 most influential government and business leaders in government management. As an SME on government management, Upson speaks regularly on technology applications integrate with management processes to improve service delivery and mission performance.
Business: In his current role, Upson manages the government tech sector’s most exclusive annual policy summit – CES Government – held each year in partnership with the world’s most prestigious technology trade show: International CES. He also manages the Government Business Executive Forum, a complementary business organization to CES Government, which is comprised of 40 top industry and SME executives whose primary focus is technology in government. With his team, Upson creates high-value and executable business strategies for companies of all sizes who seek to enter or expand their presence in public sector markets.
Upson is the former Chief Operating Officer of UNICOM Global (2012 – 2015) where he successfully ran its largest division UNICOM Government, and moved the division to record profitability and more than $325 million in technology product and services sales to state and Federal governments.
Upson’s business experience also includes tenure as Sr. Vice President of a $600m systems integrator, PRC Inc. (1993 – 1998). He is a graduate of California State University, Chico, and completed his graduate work in public administration at George Washington University. He currently resides in Herndon Virginia.
